SL to cut Iranian oil imports to comply with US sanctions |

Sri Lankan Petroleum Minister Susil Premajayantha said Tuesday that Sri Lanka planned to cut imports of Iranian crude oil by three cargoes, each of 135,000 mt, before the end of its current contract with the National Iranian Oil Company in September. Sri Lanka’s only refinery at Sapugaskanda receives 14 tankers annually, of which Iran supplies 13 and Saudi Arabia one. Premajayantha told Platts on the sidelines of a gas and LNG conference in Abu Dhabi that the refinery’s current term contract expires in September. Sri Lanka has already received six of the cargoes from Iran and will cut three cargoes from the balance before the end of the year. The cuts would translate into 3 million barrels that would have to be replaced. “We will have to reduce our imports to comply with the US sanctions,” he said. The Sapugaskanda refinery, which began operations in 1968, was designed to run on a slate of Iranian light grades, he told the conference. The import-reliant country secures 30% of its refined product needs on the international spot market and imports crude oil for domestic refining to make up the balance of imports which cost Sri Lanka $5 billion annually, or a quarter of its total import bill. Iran supplies 92% of the crude oil imported, he said. Sri Lanka has had a “positive response” from both Oman and Saudi Arabia for its request for additional cargoes, Premajayantha said on the sidelines of the 2nd Annual Global Gas and LNG summit. Colombo is seeking two cargoes from Oman and one from Saudi Aramco to replace the Iranian barrels, he added. However, an EU ban on insurance cover for Iranian cargoes, has impacted Sri Lanka, he said, forcing higher insurance premiums for tankers, a cost that he said was being shared equally by the tanker operator and the state-owned oil company. EU sanctions against Iran not only ban the import of Iranian crude from July 1 but also prohibit the transportation of and the provision of insurance cover for Iranian cargoes, a measure that is having an impact beyond European shores because of the relationship between international reinsurance clubs. For now, Sri Lanka has few options with crude oil and product imports making up 85% of its total energy demand, with the remainder coming from hydrothermal, coal and renewables, Premajayantha said. The Sri Lanka government has approved a decision to switch to LNG for power generation and the ministry has opted for a floating LNG terminal rather than a fixed regassification terminal. Two US companies have already submitted proposals for the FSRU, which Premajayanthi said would require an investment of $800 million. The small island state is also planning to open up bidding for four of six exploration blocks in the offshore Mannar Basin within the next two months to help develop indegenous production of hydrocarbon resources and help meet anticipated growth in energy demand as a result of an improving economy, he said. No one can go above Mervyn in Kelaniya |

Every Sri Lanka Freedom Party (SLFP) activity in the Kelaniya electorate should be conducted through the electoral organizer, Minister of Economic Development Basil Rajapaksa said. This includes all activities including development projects, he said.
Only the President has authority to remove or take disciplinary action against an electoral organizer, Minister Rajapaksa said today (23) declaring open the Kelaniya Electoral Coordination Office of Kelaniya SLFP Organizer and Minister Mervyn Silva.
He emphasized that neither the SLFP central committee nor any other institution has the ability to take action against an electoral organizer.
While stateing that Minister Mervyn Silva would therefore continue as the organizer of the Kelaniya electorate in the future, Basil Rajapaksa asserted that the remaining party activists should proceed according to the his consent.
He further stressed that if there are any accusations or issues against electoral organizers, MPs or Ministers of the party, they should be resolved within the party itself.
Pointing out that certain foreign powers are operating to topple the current government, Rajapaksa vowed that none of these external forces will be allowed to do so.
He however noted that the actions of certain MPs and Ministers of the party would cause the government to topple, and therefore advised them to be more responsible and intelligent regarding what they do or say.
Several government MPs, Ministers and several Kelaniya Pradeshiya Sabha members had participated in the opening ceremony today, Ada Derana reporter said.
General Secretary of the SLFP Minister Maithripala Sirisena had recently stated that disciplinary action would be taken against Mervyn Silva, who has been charged with corruption and extortion by Kelaniya Pradeshiya Sabha chairman Prasanna Ranaweera, deputy chairman Chaminda Duminda and PC members Lanka Vijitha Kumara, Hasitha Kelum Madawala and Milroy Perera.
The Public Relations and Public Affairs Minister however had branded the accusations as nonsense and even went on to declare that no one could touch him as long as Mahinda Rajapaksa was President and the Rajapaksas were in power.
Party sources later told Ada Derana President Rajapaksa had requested SLFP General Secretary, Minister Sirisena to call upon Minister Mervyn Silva demanding an explanation regarding his statement.
Minister Silva’s recent comments on several Sri Lankan journalists and activists, who he accused of ‘giving evidence against Sri Lanka’ and threatened to break their limbs in public, were also met with criticism from the opposition and international media.
Hewa Koparage Mervyn Silva entered politics by joining the Sri Lanka Freedom Party in Hambantota District but later joined the United National Party. At the 1994 parliamentary election Silva was elected to represent Hambantota District for the UNP but he later rejoined the Sri Lanka Freedom Party. |

 During summit held by South Korean President Lee Myung-bak and Sri Lankan President Mahinda Rajapaksa in Seoul, Lee said Sri Lanka’s economy has grown steadily and its political situation stabilized due to Rajapaksa’s leadership. South Korean President Lee Myung-bak and Sri Lankan President Mahinda Rajapaksa held a summit in Seoul Tuesday to discuss ways to strengthen economic and other cooperation between the two countries. Rajapaksa arrived in Seoul Monday for a four-day state visit. During Tuesday’s summit, Lee said Sri Lanka’s economy has grown steadily and its political situation stabilized due to Rajapaksa’s leadership. Lee also thanked Sri Lanka for sending a pair of elephants two years ago as a token of friendship between the two countries. “In particular, more than 20,000 Sri Lankan workers are contributing to the economy of South Korea and they are beloved by South Korean businessmen,” Lee said during the summit, referring to migrant workers from the South Asian nation. Lee said the two countries agreed to expand the Sri Lankan workforce in South Korea. Further details of the agreement were not immediately available. Rajapaksa’s trip to Seoul also includes a forum with business leaders of the two countries and a meeting with leading South Korean trade organizations. South Korea and Sri Lanka established diplomatic relations in 1977. Meanwhile South Korea announced that it will provide Sri Lanka with US$200 million in development loans that can be used for future infrastructure building by the South Asian country, the South Korean finance ministry said Tuesday. Under the memorandum of understanding, the money to come from South Korea’s Economic Development Cooperation Fund (EDCF) will be used in various agricultural and public work projects as well as education and health-related programs, it said. “The agreement is important because it raises transparency on the amount of money that will be offered, making it easier for Colombo to set up its national development plans,” the ministry said. The EDCF can make it possible for local companies to take part in the ongoing 10-year national infrastructure building plan that runs through 2016, it said. The loans can also strengthen bilateral economic ties with the country that buys South Korean cars, knitted goods and synthetic rubber. Two-way trade between the two countries reached $426 million last year, with South Korea posting a $262 million surplus. In the past, Seoul provided development loans to 22 projects worth $460 million, making Sri Lanka the fourth-largest beneficiary of official overseas assistance, Yonhap reports. |

Sri Lanka, India and Maldives in joint naval exercises |

 With international piracy extending its tentacles to Indian Ocean, Coast Guards of Sri Lanka, India and Maldives are taking part in a joint exercise off the coast of Male, aimed at achieving inter-operablity. Six warships are taking part in the five-day exercises code named ‘Dosti XI’. Indian Coast Guard ships ‘Sankalp’ and ‘Subhadra’ are participating in the war games, while ‘Huravee’, ‘Ghazee’ and ‘Shaheed Ali’ of the Maldivian National Defence Force represent the Maldivian Coast Guard. A Sri Lankan Naval statement said that due to its geo-strategic significance, it is important for the Coast Guards of the three friendly countries to ensure the safety and security of the Indian Ocean for all sea-farers. “The mutually beneficial exercise, therefore, will pay the way for launching coordinated efforts in times of crisis,” it said. Sri Lankan Navy’s offshore patrol vessel SLNS Sagara has set sailed to take part in the war games. This is the first time that Sri Lankan coast guards are taking part in such a joint exercise. “The exercise will focus on Maritime Search and Rescue, Marine Pollution Response and Boarding Operations,” the statement said. - PTI |

Mubarak released on bail by Chilaw District Court |

Jehan Mubarak has been released on Rs.1 million personal bail by the Chilaw District Judge after he was taken into custody regarding an accident that killed one person.
Cricketer Jehan Mubarak was into custody over his suspected involvement in a fatal traffic accident on the Chilaw-Colombo main road in Maikkulam, police said.
One person was killed and another injured after a head-on collision between a Defender vehicle and a motorcycle at around 2.00pm today (22) in Maikkulam.
The Land Rover Defender was driven by Sri Lankan cricketer Jehan Mubarak at the time of the accident, police said adding that he had been returning from a visit to the Wilpattu National Park, along with a group of foreigners.
The deceased, Pradeep Kumara, and the injured, M.P. Marcus, are both residents of Wathuwatta and were traveling on a motorcycle on their way to a New Year festival Aluth Avurudu Uthsawaya in Chilaw. |

Moulana objects to relocating mosque in Dambulla |

Governor of the Western Province, Alavi Moulana today expressed his objection towards the relocating of the mosque in Dambulla, following a protest by Buddhist monks and lay supporters last Friday.
Moulana said he had not attended the discussion held by Prime Minister D.M. Jayaratne yesterday regarding the issue and therefore had not agreed to the removal or relocating of the mosque.
The Western Province Governor says he believes the incident could be a conspiracy to direct the attention of Muslim countries elsewhere.
Following a special discussion held in Gampola yesterday it was decided that the mosque, which had stirred up controversy due to it being situated within the Buddhist sacred zone in Dambulla, will be removed with immediate effect.
Prime Minister D.M. Jayaratne, who is also the Buddhasasana and Religious Affairs Senior Minister, has instructed authorities to erect the mosque in another suitable location in the area, the Prime Minister’s Office said. |

Cricketer Jehan Mubarak has been taken into custody over his suspected involvement in a fatal traffic accident on the Chilaw-Colombo main road in Maikkulam, police said.
One person was killed and another injured after a head-on collision between a Defender vehicle and a motorcycle at around 2.00pm today (22) in Maikkulam.
The Land Rover Defender was driven by Sri Lankan cricketer Jehan Mubarak at the time of the accident, police said adding that he had been returning from a visit to the Wilpattu National Park, along with a group of foreigners.
The deceased, Pradeep Kumara, and the injured, M.P. Marcus, are both residents of Wathuwatta and were traveling on a motorcycle on their way to a New Year festival ‘Aluth Avurudu Uthsawaya’ in Chilaw.
Following the collision Marcus was rushed to the Chilaw Hospital and later transferred to the Colombo National Hospital for further treatment.
Police said both the Defender vehicle and its driver have been taken into custody while a team led by Chilaw Traffic OIC Sub-inspector E.M. Ekanayake is handling investigations.
American-born Sri Lankan cricketer Mubarak made his Test debut in July 2002 against Bangladesh. However, he currently plays club cricket mostly as he has not been picked for the national squad for a long period.
In September 2009 he captained and guided Sri Lankan domestic champions Wayamba to the Champions League in India. |

President leaves on official visit to South Korea |

President Mahinda Rajapaksa left Sri Lanka last night (April 22) on an official visit to South Korea on the invitation of the South Korean President, Presidential Spokesman Bandula Jayasekera stated.
He said that a few bilateral agreements will be discussed during the President’s visit which will end on April 27.
The President will also deliver a special speech to the Sri Lankan-Korean Business Forum.
The President is also scheduled to meet with trade association leaders in South Korea during his visit. |

Tamil leaders wanted a political solution to the ethnic problem within the framework of united Sri Lanka and no one raised the issue of a separate Tamil Eelam, said CPI(M) MP T.K. Rangarajan, who was part of the Indian Parliamentary delegation that toured Sri Lanka last week. When asked about DMK president M. Karunanidhi’s demand for United Nations intervention and referendum for formation of Tamil Eelam on the lines of East Timor, Kosovo and Montenegro, Mr Rangarajan said the team interacted almost with every Tamil leaders and none of them, including representatives of the Tamil National Alliance (TNA), pressed for Eelam. “At the citizens meeting at Jaffna and also in a session with the Sri Lankan MPs, TNA leader Sampanthan stressed for a political solution within the united Sri Lanka and never talked about Eelam,” he said. “I am a Sri Lankan and wanted to die as a Sri Lankan,” Mr Rangarajan quoted Mr Sampanthan as saying. Mr Rangarajan said Ms Sushma Swaraj, the leader of the Indian delegation, brought to the attention of Sri Lankan president Mahinda Rajapaksa the aspiration of the Tamils, seeking greater autonomy for Tamil regions and elections to the North and he gave a patient hearing. Women empowerment “One issue that moved all of us was the plight of 45,000 Tamil widows. In Batticaloa alone, there are 23,000 widows, 13,000 of whom are under the age of 23. I could not control my emotions when I talked to them,” Mr Rangarajan said. The Indian delegation took up the issue with Mr Rajapaksa and he had said there were another 30,000 widows of Sri Lankan soldiers who were killed in the war. The governments of Sri Lanka and India already signed a Memorandum of Understanding (MOU) and started Self Employed Women’s Association (SEWA), an organisation for empowering war affected women. Around 800 of them visited Gujarat, Maharastra and Karnataka to get training in information technology, embroidery, food processing and packaging of fruits, vegetables and spices, solar lantern assembling and making and roof rain water harvesting. Some of the teachers from Gujarat were Sri Lankan and continue to teach them. The CPI(M) leader said that in many places the Sri Lankan army had occupied the temples and the locals wanted their immediate withdrawal. “Sri Lankan Tamils are strong Saivites and they feel the Army’s presence is a hindrance to daily rituals. They were forced to close temples by five in the evening, while the ‘arthajama pooja’ has to be conducted at midnight. We have brought it to the notice of Mr Rajapaksa and he asked officials to look into the issue,” Mr. Rangarajan said. Education Another area the Sri Lankan Tamils needed India’s help was education, he said. “Jaffna was synonymous with education and excellence. Today it is in a pathetic state. India has rebuilt 22 schools in Jaffna, but lack of Mathematics, English and Science teachers is a problem,” he said. Mr Rangarajan said once the work in Kangesanthurai was completed, it would result in moving of goods from Nagapattinam and Karaikal on regular basis, the Hindu reports. |

 Sri Lankan marathon runner Anuradha Cooray has qualified for the 2012 London Olympics after he finished the London Marathon today (April 22) clocking two hours 17 minutes and 50 seconds, President of the Athletic Association of Sri Lanka (AASL), Major General Palitha Fernando said. Anuradha Indrajith Cooray, the first ever Sri Lankan to compete in London Marathon, finished overall 23rd just 10 seconds less than the qualifying standard time. National badminton champion, Niluka Karunarathne, is the only other Sri Lankan sportsman so far qualified for 2012 Olympics to be held in London in July, this year. |
